Goals of the HMP
The Papio-Missouri River NRD and JEO worked with county emergency managers and local officials to develop specific goals for this planning process to shape the HMP’s development. The final goals are shown to the right.
Hazards of Concern and Mitigation Strategies
An HMP is a comprehensive document that evaluates local community risk to a range of natural and man-made hazards. Fourteen hazards were identified for evaluation in the 2021 Papio-Missouri River NRD HMP, shown to the left.
Project Highlights
A primary goal of the HMP is to identify specific community-level and mitigation-based actions to reduce the local risk of primary hazards. Identifying actions in the plan makes participating jurisdictions eligible for federal grant programs to implement various risk reduction projects. Some mitigation actions identified by jurisdictions are shown to the right.
Below is a map of critical facilities and infrastructure throughout the Papio-Missouri River NRD, such as dam, levee, and siren locations. These critical facilities provide a level of protection to the NRD region and its communities during potentially hazardous events.
We encourage you to explore the different facilities on this map while reviewing the 2021 HMP. Use your cursor to move around to different areas of the map. You can click on each feature to learn its name and, if applicable, its location/jurisdiction. The map legend (

2021 HMP Review Period
The draft 2021 Papio-Missouri River HMP will be available for a 30-day public review period to all participating jurisdictions, residents, and community stakeholders. This period will run from Monday, January 4 to Friday, February 5, 2021.

We encourage anyone who has questions or comments to spend as little or as much time chatting with our project team about the draft HMP plan, community hazards, and mitigation efforts. There will be no formal presentation, so please join us virtually through Zoom as you have time.
