Goals of the HMP

The Papio-Missouri River NRD and JEO worked with county emergency managers and local officials to develop specific goals for this planning process to shape the HMP’s development. The final goals are shown to the right.

Goal 1: Protect the Health and Safety of the Public; Goal 2: Reduce or Prevent Future Damage to Critical Facilities, Critical Infrastructure, and Maintain Their Operation after a Hazard; Goal 3: Reduce or Prevent Future Damage to Existing Properties and Natural Resources; Goal 4: Promote Multi-Agency Coordination and Resources

Hazards of Concern and Mitigation Strategies

An HMP is a comprehensive document that evaluates local community risk to a range of natural and man-made hazards. Fourteen hazards were identified for evaluation in the 2021 Papio-Missouri River NRD HMP, shown to the left.

Project Highlights

A primary goal of the HMP is to identify specific community-level and mitigation-based actions to reduce the local risk of primary hazards. Identifying actions in the plan makes participating jurisdictions eligible for federal grant programs to implement various risk reduction projects. Some mitigation actions identified by jurisdictions are shown to the right.

Below is a map of critical facilities and infrastructure throughout the Papio-Missouri River NRD, such as dam, levee, and siren locations. These critical facilities provide a level of protection to the NRD region and its communities during potentially hazardous events.

We encourage you to explore the different facilities on this map while reviewing the 2021 HMP. Use your cursor to move around to different areas of the map. Click and drag to pan in different directions. Zoom in with the + icon and zoom out with the – icon, or you can use the scroll wheel on your computer mouse. You can click on each feature to learn its name and, if applicable, its location/jurisdiction. The map legend ( legend icon ) can be found in the top left corner. Next to the legend, the layer list ( layer list icon ) allows you to turn the visibility of each map layer on/off, and the basemap gallery ( basemap gallery icon ) provides a selection of basemaps (e.g. imagery and streets) that can be applied to the web map.

2021 HMP Review Period

The draft 2021 Papio-Missouri River HMP will be available for a 30-day public review period to all participating jurisdictions, residents, and community stakeholders. This period will run from Monday, January 4 to Friday, February 5, 2021.

We encourage anyone who has questions or comments to spend as little or as much time chatting with our project team about the draft HMP plan, community hazards, and mitigation efforts.
